On December 23, 2025, your bargaining unit leaders, backed by your elected officers, OFNHP staff, and our international union’s Director of Collective Bargaining, reached local Tentative Agreements (TAs) for the last five remaining OFNHP bargaining units.
I am proud of how these leaders and bargaining teams came together to deliver inclusive agreements, agreements where every OFNHP bargaining unit was seen, and where every unit made gains.
While most bargaining happened at separate tables (outside of our local Common Issues Table), we stayed in close coordination the entire time. We relied on our bargaining platform as our north star and used it to make disciplined decisions, trade-offs, and moves that kept our team strong.
These TAs represent only a portion of what we put on the table, but they include major wins for OFNHP as a whole. When we bargain together, we are stronger than any one table is on its own.
Congratulations to every member who wore red, stood on picket lines, signed and shared petitions, and took action to move this employer. These agreements were hard fought and you should be proud of what we accomplished together.
Why we can’t vote yet
Even with local tentative agreements in place, we cannot bring local contracts to a membership vote until the National Agreement is completed.
As I’ve shared, Kaiser has paused National bargaining while they try to resolve a situation they created with one of our union siblings in the Alliance. Unfortunately, this fits the same delay playbook Kaiser has used since bargaining kicked off in March 2025.
But Kaiser cannot outlast our unity. The Alliance unions stand together, and we will reach the National Agreement we set out to win.
OFNHP entered bargaining ready to fight for what members said you need: competitive wages, stronger benefits, better working conditions, a real voice on the job, and safety. We secured significant local improvements including no takeaways to benefits, and we are ready to finish the job.
Our plan doesn’t pause just because Kaiser does. Being prepared means we never rely on one path forward. We have to prepare for plan A, plan B, and plan C for when the employer stalls or refuses to bargain in good faith. We will keep escalating and using every above-board tactic necessary to secure the contract our members need and deserve.
This phase may feel quieter — especially after our historic strike — but it is not idle. There are multiple pressure points in motion designed to bring Kaiser back to the table.

- RED UP TUESDAYS — this solidarity matters, and it’s felt across OFNHP and the entire Alliance.
- Stay informed through YOUR UNION — check emails and social media, and talk with your BU leaders and CAT members.
- Stay ready — be prepared to take action when called on.

Once both the National Agreement and local contracts reach full tentative agreement, members in good standing will be asked to vote. The National and OFNHP ratification processes are outlined below.

NATIONAL BARGAINING RATIFICATION PROCESS
1) Bargaining
WHO: The Common Issues Committee (CIC) — member and/or staff representatives from every Alliance union, plus Alliance staff.
- OFNHP has three (3) members serving on the CIC.
- The CIC works in subgroups focused on specific topics.
SCOPE: The National Agreement (an appendix to local agreements)
Tentative agreements (TAs):
TAs reached in subgroups return to the full CIC to:
- Test for consensus
- If consensus is not reached, follow the voting process outlined in the AHCU Constitution
2) Delegates Conference (within 7–10 days of a National TA)
Each union sends its allotted delegates (per the constitution) to vote on the overall National Tentative Agreement.
- NO vote → back to the bargaining table
- YES vote → the National TA goes to local unions for ratification through each union’s local process
OFNHP BARGAINING RATIFICATION PROCESS
1) Bargaining
WHO: Elected leaders, bargaining unit members elected to bargaining teams, and OFNHP staff
SCOPE: Local OFNHP contracts
2) Ratification (after BOTH local + national are complete)
Ratification occurs once the local contracts and the National Agreement each have full tentative agreements.
- Agreements (local and national) are shared with members for review and Q&A
- Voting is conducted electronically
- Each bargaining unit votes on its contract individually (with the National Agreement as an appendix)
o NO vote → return to the bargaining table (this does not guarantee additional gains)
o YES vote → contract implementation begins
Post-ratification Roadshow:
This year, we have agreed to a post-ratification “Roadshow” — a joint labor-management team making site visits across the region to explain contract changes, how implementation is expected to work, and to answer questions.
